Well, I have never used either, just Outlook Express. But I can tell you
that you can not use Windows Mail on XP, only Vista. So that should narrow
down your query a bit.

Windows Live Mail (Overview & Features):

Windows Mail (WM) is Vista only.

Window Live Mail (WLM) is for XP SP2+ or Vista.

Both are based on Outlook Express (OE) and all 3 have have similar look
and feel and features, although there are differences.

Microsoft has abandoned development of both OE and WM (other than
security fixes and some possible minor updates to WM)

WLM is the only one they are moving forward with.
