My incoming messages will not completely download. All emails are blank.
I am unable to creat an outgoing email type into the message section.
Unable to forward any message as I get a message the origunal message has
not completed downloading.
My ISP insists that it is a Microsft problem.
I'm running VirusScan.
Any help will be appreciated.

How many download? Do you get to something like 4 of 9? If so, #5 is causing
the problem. Go to your mail server's Website, logon, and delete the
offending message.

Also: Turn off e-mail scanning in your anti-virus program. It is a
redundant layer of protection that eats up CPUs, slows down sending and
receiving, and causes a multitude of problems such as time-outs, account
setting changes and has even been responsible for lose of messages. Your
up-to-date A/V program will continue to protect you sufficiently. For more,

Note that for some AV programs, it may be necessary to uninstall the program
and reinstall in Custom Mode and opt out of e-mail scanning when the option
arises.

Several possible causes and therefore several possible fixes:
1. Go to Start | Run and type
regsvr32 inetcomm.dll
and press Enter
If this doesn't work carry out step 6 and then repeat this step.
2. Go to Tools | Options | Read | Fonts and set Western (ISO) as the
default.
3. Clear Temporary Internet Files and the Temp folder.
4. Turn off email scanning in your anti-virus.
5. Someone else reported that re-installing OE using the last method in

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.
