When scrolling down to use "Microsoft on the Web" - "Search the Web" in
the Help section of Outlook Express; it now refuses to open. In the
past, it has always opened with "www.about blank". Now nothing. Any
suggestions on how to fix it.

Windows version?

An IE window should open, usually with Search pane open. What happens now
(e.g., an IE window doesn't open)?

Use OE to access this newsgroup instead of officehelp.ie:

If you are using a Pop-up Ad blocker program, check its documentation to
see if it is blocking the opening of a new web browser and how to
workaround that.
