Almost always when I Reply to an email I see the toolbar that gives me
options for itallic, bold, underline, etc. But sometimes when replying to
certain emails, this toolbar is nowhere in sight. On these occasions, is
there some magic I could work to bring up the toolbar?

I don't use the smiley face often. But if I want to use it, is there some
button I can click in Outlook Express?

That is the Format Bar.

You are replying to messages sent in Plain Text. After clicking Reply, click
Format on the Menu Bar and switch to HTML.

You can also go to Tools | Options | Send and uncheck: Reply to messages
using the format in which they were sent.
