changing express in/outgoing servers

Default changing express in/outgoing servers

i have XP IE7 and recently changed providers (twice actually).
i have tried to no avail to change the incoming POP and outgoing SMTP (?)
on my outlook express.
every article and troubleshoot i have read directs me to
TOOLS ACCOUNTS . . .
but when i click on TOOLS there is no ACCOUNTS . . .
just MESSAGE RULES followed by OPTIONS (and there is nothing in OPTIONS that
will help.

this is the error message

There was a problem logging onto your mail server. Your Password was
rejected. Account: 'incoming.verizon.net', Server: 'incoming.verizon.net',
Protocol: POP3, Server Response: '-ERR [AUTH] Authentication failed', Port:
110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92

I have changed providers before (when i had 2000 and never experienced this
problem,
I tried reinstalling IE7 and that didn't change anything

please help

You want to undo this

OLEXP: How to Remove the Accounts Option from the Tools Menu
http://support.microsoft.com/?kbid=242165

Then you should get back the accounts option.
