Since you can't write add-ins for OE Microsoft needs to add message headers
to the list of things that can be used as conditions upon which to take an
action because phishers are able to spoof everything else including the
sender, subject, body, etc. Any other suggestions or is Outlook the only
option?

This will not happen. If it is a requirement then use a different email
program.
