You can't use hotmail with OE ANYMORE.
If you want to use HOTMAIL you must sign up for Windows LIVE
MAIL.

Google for it.

You can still use a free HotMail acct in Outlook Express or OUTLOOK XP/200X, if
it was created before Sept'01, and you have been actively polling messages since
then. I currently do that right now with a HotMail acct in both Outlook Express
& OUTLOOK2003.

If you are using Outlook'03 or Outlook'07 you will need to download a MS Add-in,
called "Outlook Connector", you will need to validate your copy of Outlook:

If you have Outlook Express 6, you will need to upgrade to Windows Live Mail:

You can access a Hotmail account in Windows Live Mail, yes. But you can
also access a Hotmail account in OE if you're a longtime user or if you're a
Hotmail Plus subscriber; Ditto for OL users who have the additional option
of using Outlook Connector to access the account.

PS: The Windows Live team has been sending out signals that free POP3 access
to Hotmail accounts will be offered soon. Don't hold your breath but...
