l think send out the email , but can not mail out !! why ?

We need a lot more information than that to help.
Windows version?
Do you get any error message?
What is the complete error message?
Do the messages leave the Outbox?
Do they move to Sent Items?
Can you send mail to yourself?

As Frank Saunders said, this isn't a very complete description, but just a
wild guess on my part -- do you mean that you compose a message, click on
the Send button, and then instead of going off to the recipient it just sits
in the Outbox (folder under the Inbox)?

I have this problem occasionally, and it usually resolves one of two ways:

-- At the top of the OE window there's a row of pull down menus .... File,
Edit, etc. Click on the Tools menu, then when it opens click Send and
Recieve and another menue opens ... click Send and Receive All.

-- Go to the Outbox, open the message by double clicking it, then try
Send-ing it again.
