Default OE6 or other problem?

Could someone advise if I am look at outlook or server issues. I am using
OE6, via a dial up account, with an external mail server (my own website).
Checked in triple checked the coding (pop3/external mail address all correct).

(1) Normal emails send without issue. When I attach anything the email wont
send. I get a time out message relating to my dial up server (outgoing /
mail.optusnet.com.au) account. I then get the following message.

A time-out occurred while communicating with the server. Subject 'Fw:
Message bla bla.', Account: ', Server:
'mail.optusnet.com.au', Protocol: SMTP, Port: 25, Secure(SSL): No, Error
Number: 0x800CCC19

The limit for my dial up is 2MB but it rejects no matter what size the email
(eg: 50kb still rejects). Then the funny thing happens. It remains in
outlook, so I delete it. Nothing in sent items stating it's sent. Then
recipient gets up to 8 emails repeating the message apparently not sent.
Again this doesn't happen to plain text email, just the ones with any form of
attachment (wether that be an actual attachment, or non text in the main
section such as a chart or html). Coding re html / images etc all on.

Any suggestions.

Bla bla doesn't help us. Always include the entire error message please.

Turn off e-mail scanning in your anti-virus program. It is a redundant layer
of protection that eats up CPUs and causes a multitude of problems such as
time-outs and account setting changes. Your up-to-date A/V program will
continue to protect you sufficiently.

Microsoft KB Article 813514:
How to troubleshoot error messages that you receive when try to send and
receive e-mail in Outlook and in Outlook Express:
http://support.microsoft.com/?kbid=813514

If still no joy, do this for the Outbox, and if needed, repeat for Sent
Items after moving any mail you wish to save.

Tools | Options | Maintenance | Store folder will reveal the location of
your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then Start | Run | Ctrl+V will put the
location in the box - Click OK and you'll see the OE files. Otherwise, write
the location down and navigate to it in Windows Explorer.

In Windows XP, 2K & 3K, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Windows Explorer, you must enable
Show Hidden Files and Folders under Start | Control Panel | Folder Options |
View.

With OE closed, find the DBX file for the folder in question {Outbox.dbx}
and delete it. A new one will be created automatically when you open OE.

Do not archive mail in default OE folders. They will eventually become
corrupt. Create your own user defined folders for storing mail and move your
mail to them. Empty Deleted Items folder regularly. Keep user created
folders under 100MB, and Default folders as empty as is feasible.

After you are done, follow up by compacting your folders manually while
working *offline* and do it often.

Click on Outlook Express at the top of the folder tree so no folders are
open. Then: FileWork Offline (or double click Working Online in the Status
Bar). File | Folder | Compact all folders. Don't touch anything until the
compacting is completed.

In Tools | Options | Maintenance: Uncheck Compact messages in background and
leave it unchecked. {N/A if running XP/SP2}.

Stopped reading at the "bla bla", did you? There is more after that. Pretty
complete, compared with other posters. More than the usual "Error
Number: 0x800CCC19" you typically see posted.

So, how much more complete an error message should he have posted?

Default OE6 or other problem?

Time outs are usually caused by having an antivirus program or an antispam
program set to scan incoming/outgoing mail. Try disabling those options and
see if the problem goes away. It should. If you're using McAffee which has
both scanners, disable the entire program for troubleshooting ease and if
you confirm that McAffee is the problem, you might consider getting your
money back.

Disable email scanning by your anti-virus application. It provides no additional protection and even Symantec says it's not necessary:

paste
Disabling Email Scanning does not leave you unprotected against viruses that are distributed as email attachments. Norton AntiVirus Auto-Protect scans incoming files as they are saved to your hard drive, including email and email attachments. Email Scanning is just another layer on top of this. To make sure that Auto-Protect is providing the maximum protection, keep Auto-Protect enabled and run LiveUpdate regularly to ensure that you have the most recent virus definitions.

All you guys were spot on. As much as I liked the fact that the software got
rid of the 70% of unwanted mail, I know realise it is also the cause of a few
other problems.

Messages are not timing out any more, and going through without problem.
Thanks Bruce, Jim and PA Bear.

PS: Thanks for the support N.Miller, the Bla Bla and alteration / email
address was me changing some personal details. Thought it appropriate but
still tried to provide all the functional info. Don't mind getting snapped
at now and then if I can fix these annoying problems.

Many thanks all - Johnno.
