Our version for msoe.dll is 5.50.4927.1200 (modified date 19/06/2003).

Please can someone confirm which version of Outlook Express this relates to.

Looks like OE5.5. Running Win2K perhaps? If there is nothing for you at
Windows Updates, you have the latest version for /your/ machine.

OE (and IE) 5 SP2. Why do you ask? What Windows version is the machine?

Can you confirm if http://support.microsoft.com/default.aspx/kb/951066
should apply to this server if it has this msoe.dll 5.50.4927.1200 ?

Yes, see APPLIES TO section of KB951066. This update should be offered to
the machine by Windows Update.

PS: You really should upgrade to IE6 SP1 for security purposes.
