Default Active Window bar in OE6

I was replying to an email today and noticed something strange in the active
window bar of the reply. In addition to the [subject] it also has
Baltic (Windows). I checked another email reply and it only contained the
[subject]. Any idea as to what Baltic (Windows) means?
