I wasn't able to create a shortcut, but I did a Search for Outlook Express.
The search found it, I clicked on it and it opened OE with the message "OE is
not your default mail client. Do you want to make it default?" Apparantly sP3
(not sR3, my mistake) changed the default mail.

Problem solved. Thank you Bruce, and everyone else who replied.

Was OE working OK before you installed SP3? ...before you installed IE8?

Why wasn't SP3 installed over a year ago?

There is no such thing as a "System Release" only a "Service Pack". I would
assume you are referring to, "SP3".

Internet access is not through a browser, or any other application. The only
application that I know of used to access the Internet is a dialer
application. Most are used with dialup modems, but DSL can use one called,
"PPPoE". But cable doesn't need an application; Internet access is
controlled by the modem, and is "always on". You just use those various
applications to access the Internet connection, which already exists because
of the cable modem.

If you are using a desktop shortcut, check the properties. The "Target"
should be:

"C:\Program Files\Outlook Express\msimn.exe"

There may also be an entry in the "Start in" field. Mine is:

%HOMEDRIVE%%HOMEPATH%

If not, you may need to recreate the shortcut.
