No. You cannot use OE in Win7. You can use Windows Live Mail, (What MS

Aha, there's the rub. No supposedly you can't install OE on win7. You can
however use livemail and I think winmail, both searchable for download; I'm pretty sure I read one of them comes with win7 so check that first! The behavior you describe is for "top posting", the preferred method for replies in this group. The Mozilla behavior is for "bottom posting", the preferred method for replies in most of the rest of Usenet. You will need, at the least, XP SP2 (I think) to modify the behavior in MSOE using a registry hack. I don't know the key to change; I've not been using MSOE a lot since upgrading my main computer to Windows 7. For most newsgroups including this one you want to bottom-post or inline post with appropriate trimming. This pretty well covers the possibilities but always assume bottom posting unless otherwise advised. http://en.wikipedia.org/wiki/Posting_style Myself, I usually look at a few posts to see what kind of quoting is going on and follow suit. When I open a post with responses already made, then I'll follow whatever method was used there to keep the flow of the information going.
