Default how do I keep WATCHED items on top

On one computer I have, If I click on the eyeglass thingy, a thread will
turn red and remain at the top of the page forever.
But on this computer, newer postings will be at the top and the 'watched'
thread will remain in it's chronological order of posting.

I've searched all the settings and can't find what I have different between
the two computers.
Both running xppro sp2.

please and thank you.
