Fax console doesn't work anymore now that I switched from dial
P.S. The "Fax Monitor" program may be an XP function integrated into Outlook.

It actually has nothing to do with Outlook. It is part of the OS:

I didn't overlook anything. You were postulating that the Fax Console is
part of Outlook. It is not. It is part of the OS. It is provided with the OS, not Outlook. Outlook can simply use it as one of its transports.
