Default Starting Outlook

Why is it, when I want to compose an email for the first time, I get a
pop-up message that says Outlook's Preparing to Start. Not sure what the
exact words are. Basically it seems that Outlook is in a sleep mode or
semi-running until you compose that first email. The main "Engine" is not
running until that first email is composed.
I don't remember this being the case a few weeks ago. Wondering if
something has changed.
