Using Outlook 98, why are there no tracking options for email?

Default Using Outlook 98, why are there no tracking options for email?

I didn't see any downloads and I can't seem to locate any way to initiate it
using the information for Office assistance: ie Tools, Options, E-mail
Options (after this I don't have tracking options), etc. HELP???
