OL 2003: How to do auto-receive but manual send

Default OL 2003: How to do auto-receive but manual send

I want to duplicate the behavior possible with Eudora, which allow
auto-receive but manual send. When I set up OL 2003 to not send
automatically when connected, messages stay in the outbox even though
(1) the user account is included in F9 - SEND/RECEIVE MESSAGES
(2) the account options include sending messages AND receiving
messages.

Specifically, when I have set up OL as described above, the messages
in the Outbox use a normal font, not an italicized font.

Thanks for any suggestions.

You should be able to turn off sending he Tools menu Send/Receive
Send/Receive Settings Define Send/Receive Groups Click Edit Uncheck
Send

I've done exactly that. The problem is that OL behaves
inconsistently. About 90% of the time, when I click on SEND/RECEIVE,
all the OUTBOX messages are sent. But sometimes a message just sits
there. Even if I open the message, and then click on the SEND button,
it still just sits there. I need to enable SEND IMMEDIATELY in the
MAIL FORMAT tab screen to get this message on its way.

What have I missed?

Do any errors pop up indicating send issues?

None. The ONLY clue is that messages that get stuck have a normal
font display in the OUTBOX, whereas messages that do get sent are
shown in italic.

I get the usual display in the lower right corner of the screen
showing "progress." Since I use two different email accounts, the
display shows 25%, 50%, 75%, 100% (briefly).

A workaround has been to move the stuck message to the Inbox, open it
up, SEND it, and then it goes off fine.

Is this a legit bug that I should report to MS? It hard to find a
consistent pattern, except that it seems to occur on new messages, but
not on replies or forwards. (I have the option set to keep copies of
sent messages in the (non-Inbox) folder that stores the original
message.

Normally they should all be italicized since they're supposed to be unread
to be sent. Are you reading messages in the Outbox?

Nooo. What happens is:

1. I open up the Outbox
