Default Do Not Deliver Before - does not work

When I select the option to not deliver the email before a date in the future
it still sends it immediately. How can this be fixed?

it's very dependant on the version and account type. if it doesn't work for
you, there is nothing you can do. So... what version of outlook and what
type of account?
