Default Netscape browser; Outlook/Exchange email

Our organization's default email client is MS Outlook and default
browser is Netscape. Is there a way to configure Netscape so that, in
response to html mailto in the browser, either a) Outlook opens rather
than Netscape Mail, or b) Netscape mail uses the exchange server?
