Default Closing Outlook 2000

After closing Outlook on some computers at our company, Outlook appears to
close but the Outlook spash logo hangs on the screen and never clears. And
if you look at Task manager, Outloook is still running, and running....
Has anyone seen this, and is there a fix for it?
Thanks
