Default I can't connect to Outlook email in a public network?

Whenever I am away from home I can't connect to my email using outlook. This
always happens in public networks and is frustrating because I have to log in
to my webbased email just to check my email.
I check my wireless setting and the internet is working just fine and I can
surf the net.
As soon as I get back home to my wireless network ...it works just fine
again.

Help
