Default Setting up Outlook. Followed Instructions but not working

I've tried to set up Outlook before, but just recently I uninstalled it and
tried again. Using the instructions and on the AOL website, I've tried to
set up my AOL e-mail with my Outlook 2000. The biggest problem that I have
is that under "Tools" i have no "Accounts" option. If anybody could tell me
what I did wrong I'd really appreciate it.

You have Services? If so, you need to change to Internet mode to use AOL.
Tools, Options - it's on the bottom of one of the mail tabs.
