Open an "new window" maximized in Outlook 2003

Default Open an "new window" maximized in Outlook 2003

Whenever I right-click and select "Open in New Window" the new window
is too small. How can I maximize it and get Outlook to remember the
settings?

I reviewed earlier posts that say to reset and close Outlook with a
cntl + the X box but that doesn't seem to do it!

Can someone take me through this step-by-step?
