Default Junk email folder forwarding/permissions?

Hello,

An admin in our company would like rights to view a particular user's
junk email folder from within their own Outlook. We do not want to
give her rights to the user's full mailbox, but would instead prefer to
have her connect to the folder directly or have the messages forwarded
to her. Is this possible in Outlook 2003 with Exchange 2003? Thanks!
