Default New message toolbar when Word is email editor

Outlook 2003

I use Word 2003 as my (outgoing) email editor in Outlook. As a result,
my various customized Word toolbars appear in an "Untitled Message"
(i.e., new outgoing email message) window. Also, a generic Outlook
toolbar appears, with buttons for "Send", insert (paper clip icon),
etc.

I haven't been able to figure out a way to customize this Outlook
toolbar. When I attempt to customize the toolbars, only the Word
toolbars can be customized. The Outlook toolbar is stuck in place; the
buttons cannot be moved around; etc. Is there a way to customize this
toolbar?

(I tried turning off Word as the email editor. This allows you to
customize the Outlook toolbars that appear, but doing so does not
affect the "fixed" Outlook toolbar that appears along with the Word
toolbars.)

Thanks.
