GPO IE6 does not change the default mail client

Default GPO IE6 does not change the default mail client

We configure IE6 with GPO's. The problem is that when a user clics on a
mailto email on a website it does not show outlook 2000 as we configure
with GPO's. instead Outlook express comes on. To fix the problem I had
to set the email program IE6 back to outlook express, clic on the
mailto, after that outlook express comes on. Close down outlook express
and go back in IE6 to change the email program to outlook 2000 clic on
the mailto on the website and at last outlook 2000 comes up and the
problem is fix. Is there any way to fix that problem without doing what
i did.
