Default Disable Expanding List view

Hi all.
We've got some Mail enabled Groups in AD which have been set to only
allow to recevive mail from certain users / groups.
This works fine unless someone that isn't allowed to send only has to
click on the + for the expanding list.
Then it lists everyone individually to which they can send too,
efectivly bypassing the security.

Is there a fix for this or a way to Disable the explanding list view
option in Outlook?
