Default Someone explain please

Why is it that when Oulook Express is the default mail handler, forwards I
send from IE go out immediately but when Outlook is the default you think it
goes out, but it doesn't until you open Outlook and send email. This stupid
behavior is still there with Outlook 2007. And it is still why I used
Outlook Express instead of Outlook for my email.

Why does free Outlook Express have this feature while costly Outlook does
not? I just would like to know.
