Is there a way in Exchange 2003 to have email come in to a mailbox
) at 5:00am and have it delay delivery until
8:00am?

You can set "do not deliver before" a certain date and time on the
individual email by clicking on Options when composing the email.

Default Want to auto delay email

I suppose you could write a SMTP event sync to delay inbound mail, but it
may require a lot of processing power, especially at 8 am when all the
messages are processed.
