Default Do not have "Insert Item" on Paperclip or Insert menu in e-mail

I cannot insert an old e-mail message into a new message because I do not
have "Insert Item" on the paperclip or Insert menu.
Why is this missing?

What version of Outlook are you using? Are you using Word as the editor?

Just drag the old message to the new message.

I have Outlook 2003 and I am using WORD as the editor. Another post told me
to just drag the old message and drop it into the new mewssage. Why didn't I
think of that? It works.

Not necessary, however. The dropdown next to the Attachment icon provides
the function you are requesting.

I do not have an Attachment icon in my New Message toolbar.

Odd. Everyone else using Outlook 2003 does. How did you manage to lose
yours?
