Default HD crash - only have .dbx files

can I recover?
I had .pst files, but the guy who copied my hard drive didn't copy those.

I have a bunch of .dbx files that he recovered.
can I do anything with them without buying software. Or, if I must buy
software, what is good?

Outlook 2003 - and I know how to use it well.
