How do I import a hotmail address book into Outlook?
is it my imagination or has microsoft made it ridiculously difficult to

It's easy if you have a Hotmail account allowing the use of the Outlook Connector. It's impossible otherwise, as far as I can tell. However, how is your post a suggestion? -- Brian Tillman
