Default VB in outlook

Hi,
Can I write a VB script to microsoft outlook (2000/XP/2003) to auto change a
rule which already created whenever my outlook is closed

i.e. when outlook close, auto select rule1
when outlook open , auto deselect rule1

except VB, any other method can do the same?

Thank you in advance.

Outlook 2007 is the first version of Outlook with full programmatic access to all rules.
