Default Outlook configuration messed up...

Perhaps look here

Where does Outlook 2002 store its configuration information?

The situation I have is this... When creating a new email message, and
I press the "To:" button I get an empty Contacts list. So I look in
the dropdown window to see where it is looking for my Contacts list and
it says that I have 2 Contacts lists. Obviously 1 of the Contacts lists
is wrong and I need to remove it, but I can't find any other place in
Outlook that says I have 2 Contacts lists or will let me remove the
wrong/empty one.

So I am guessing that somewhere in the configuration settings something
got messed up. I am even willing to get rid of the current settings
completely and re-setup Outlook if that is necessary.

How can I do this?

By the way, I have tried the Detect and Repair with no success...
