Default Outlook no connection

I have a network with Windows 2003 Server and Exchange Server 2003, one
of the clients who uses Outlook 2003 has a problem, it prevent me to
create new rules for messages, the message that pops is something like
"the file outlook.0st it'not a file of folders without connection".

Any idea what's the problem is and how to fix it?

Have you tried creating a new Offline Folders file?

I rebuilded them (sorry, i'm not quite sure it's properly written)
