Default Unable to connect to incoming server because mail box is in use??

I can send but not receive e-mail. Error says that Outlook could not connect
to the incoming mail server because your mailbox on the server was in use. Is
this a anti-spyware or anti-virus software caused problem? I've tried to
temporarily disable those programs to no avail.
