After you attached the first picture, click the dialog launcher of the
Insert group (the little arrow in the bottom left corner of the Insert group). That will bring up the Attachments task pane you were looking for. In my previous version, i was able to add a 4MB photo and resize the photo within outlook. I do not see this option in 2007.
