Default Lock down Outlook to only send plain text messages

Folks

The subject pretty much tells the whole story... Is there a way to lock
down Outlook to only send plain text messages? I know that I can setup
the default behavior but is there a way to disable HTML mail composing
altogether (be it through a registry setting, a group policy or an
utility) ?

Any pointer welcome
