Yes and no. Outlook uses Profiles which are similar to OE identities with
one major difference - you cannot switch Profiles without closing Outlook
first.

Yes you can. The first step is to "add" the additional accounts making sure
to enter all the pertinent information like user name, email address,
incoming and outgoing server information, reply to address, etc. Make sure
to indicate all the accounts from which mail is to be received when opening
Outlook. Use "rules" to send the incoming mail to different inbox folders.

To send an email from a specific user, click on "new message" and click the
"account" button to select the account from which the message should be
sent.

If you need more specific information, please indicate which version of
Outlook you are using.

That is how one sets up multiple accounts, however, the OP is asking about multiple users.

None, but it still does not answer the OP's question:

one computer with outlook on it can i have more than one user
account like outlook express were you can switch from sam to jane or
vise versa?

The OP is asking about user accounts (profiles) not mail accounts.
