Default Same error - New Machine (no Send/Recieve Button Functionality-Unable to move or set default accounts.)

I had this problem on a different laptop two weeks ago. No one came up with
a solution. I bought a new laptop yesterday. Now that I have installed
software, I get the same problem.

OS: Windows XP Media Center Edition.
HP DV9000 (purchased yesterday)
Office Professional 2003.

Laptop came with Office 2003 Standard Trial. Uninstalled and cleaned out MS
Office Directory in Program Files.
Install Fresh Office Pro 2003. Install all service packs and updates.
Launch Outlook.
Set up email accounts. 3 HTTP, 4 POP accounts.
Send/Receive Button Quit working at this point.

Unable to when in Add/Change Email accounts to move account checking order.
Items cannot be moved up or down. A message appears stating "The Specified
Account was not found. It may have been deleted." Clue here. It hasn't. If
you send a message to the account it will receive it.

If you try to change the default account, it will give you the same message
but if you close the "Set up Accounts" dialog and go back in, it will have
changed the account it claimed didn't exist to the default.

So, you cannot alter account order. You cannot delete an email account. And
you cannot send and receive at will. You can send and receive on launch or
on exit. Send and receive seems to work on the timed interval.

It is becoming very difficult to trust this program to handle business
correspondance when you cannot even buy a new computer and do a fresh
install and get it to work the first time.

I keep hoping someone has a solution but it seems there are just rumors of
issues.

I have tried a Detect Repair both from the Help Dialog and from the Setup
Disk. Neither had any impact.

When I have a few spare hours this week, I will try and do a complete
uninstall, reinstall. I am not hopefull.

If you try a new mail profile and use teh Control Panel-Mail Icon to set up your accounts rather than through Outlook once opened, does it work then?

Yes,

A new profile set up with two email addresses will allow the Send/Receive
Button to become functional and the reordering and default does work without
an error message.
Is the first profile corrupt?
