Default Outlook 2003 & rules II

Hi...again...hehe

Is there a way to stop Outlook from adding "On this computer only" to every
rule?

My PST file is saved on a protable USB connected HDD and rules are always
created with this option activated.
Therefore I have to edit every new rule to deactivate this option. Every
time!!

Not for the conditions under which you use the PST.
