Default Receive - can't send

Outlook 2002 / XP SR2
Recently I have been unable to send emails in Outlook. I can receive
with no problems. But for email in my Outbox I get
'Sending and receiving reported error (0x8004210B): The operation timed
out waiting for a response from the sending (SMTP) server.'
I have 4 accounts and all generate this error.
I have found references to a fix for MS Office, but I have three questions.
1) This error does not happen consistently. I can go a few days with no
problems sending email but will then go 2-3 days when I can not.
Does this mean my problem is related to the fix at
hxxp://support.microsoft.com/kb/827349
or is it something else?
2) The fix is dated 9/5/03 but I just started getting the error a few
weeks ago. Is the fix at kb/827349 still the most recent?
The kb fix contains a registry change. Is this in addition to the
hotfix or an alternative fix?

Are you using a POP or IMAP mail server and not an Exchange server?
This really sounds like it's just issues with your email server. I
certainly see them from my home ISP's SMTP server.

Outlook shows Incoming as POP3; Outgoing as SMTP.
Sounds like you are saying I should contact my ISP. Correct?

I have the same error I corrected it by turning off my Macafee software
