How would I enlarge a picture (.jpg, .bmp, etc.) in Outlook?

P.S. I don't think changing the size of a picture in another application
would work. For example, I enlarged a picture in MS Word, but the enlarged
picture did not transfer to Outlook.

Outlook is an e-mail program.

Okay, I figured it out...BUT:

I copy the picture, paste/open the picture in MS Word, and adjust the
size. Is there another technique that I can use that does not involve the
use of another program?

OL is an email application.
You use some other software to edit your pics, and saving after doing so,
then attach to an email

Not without editing it before - BEFORE - importing it to your message.

Depends on what you mean by "good". Each type of photo editor has its own
strengths. You have to try them and see one will do what you want.
