how do i save personzalied voting buttons in outlook?

I am trying to saving personalized voting buttons so I can choose them as an
option when I send out emails. I will send these emails out regularly and
need the same responses everytime. I am using Office 2003 (with Outlook 2003)
Any help would be appreciated. Thanks.
