Default 554 message Refused

I installed Office Small Business yesterday and can send most emails.
However some I get back fro "System Administrator" that state the following
Your message did not reach some or all of the intended recipients.

Subject: FW: Regarding Grace
Sent: 2/17/2007 11:14 AM

The following recipient(s) cannot be reached:

'John Doe' on 2/17/2007 11:14 AM
554 Message refused

The message is only being sent to one person and I have never had problems
before.
I also get the same thing when trying to send a link to someone.
Help would be greatly appreciated.

This is definitely a message from John Doe's server that indicates the John
(or the server) refuses to accept your message. It's not Outlook's problem,
but is something deliberately imposed by either John or John's ISP.

I've noticed now it is only with hotmail accounts.
So yes I beleive it has something to do with that end.
