I don't understand what it is asking " who is the outgoing mail server such
as " to set up the email account

What is after the @ sign ???

paid yahoo account.

Your ISP should have supplied that information to you when you signed up for
their services. They may also have a help web page that describes exactly
how to configure your Outlook account.
