Default Forbidden Access

If I click a link in an e-mail, I am told I am not permitted access and to
see my network administrator. Where do i look to fix this? Thanks

What browser and version are you using? What is the EXACT message and are
there any inputs Outlook seeks?

Thank you. It says "This operation has been cancelled due to restrictions in
effect on this computer.Please contact bla bla"
IE 7 & Outlook 2003

Try repairing the open action of the "URL:HyperText Transfer Protocol" file
type in Control Panel's FOlder Options applet.
