Why won't Outlook 2007 work with Hotmail on XP, and why hasn't this issue
been addressed in the Microsoft knowledge base? I've Googled it enough to
know I'm not the only one with the problem. I've yet to find a solution.

Hotmail servers are among the most easily hackable. By removing our ability
to download those emails locally, Microsoft is pushing us towards GMail.

Just sayin'...

I use MSN mail and OUTLOOK 2007.
I needed the following fix..

That is actually an Internet Explorer 7 issue and not an Outlook issue. If
you don't have IE7 installed it should also work without that fix.

You get prompted for userid and password over and over again. It doesn't
recognize them (ever).

MSN doesn't usually allow connection to free mail accounts with Outlook (or
Outlook Express).

That depends -- If your Hotmail account predates the cut-off and has
been used regularly, it will still allow WebDAV access.
