1. Is it that the sender of the email used these OE? Can it be fakes?

2. Is 2800.1158 a version number?

Yes!

Can it be fakes?

Outlook Express always sends this information in the header of an email.
I don't think that this header has been faked, but it's sure possible.

2. Is 2800.1158 a version number?

Yes!

All e-mail headers can be faked except for those prepended by the last
(receiving) mail server.

2. Is 2800.1158 a version number?

It's [the last] part of it.
